MEMORANDUM AND ORDER OF COURT prohibiting Chandan S. Vora from filing in the district court any motions, pleadings or other documents in cases that have been dismissed and closed by the district court and that subsequently have been appealed to the U nited States Court of Appeals for the Third Circuit.
