ORDER adopting in part 17 Report and Recommendation. The Court adopts all portions of the R & R, except for its discussion on prosecutorial immunity. Accordingly, Plaintiff's claims against the Georgetown Co. Solicitors Office are DISMISSED without prejudice and without issuance and service of process.
