MEMORANDUM AND ORDER; plaintiff's application to proceed in forma pauperis is GRANTED, and he is ASSESSED the civil filing fee of three hundred fifty dollars ($350). The Clerk is DIRECTED to send a copy of this order to th e custodian of inmate trust accounts at the facility wherein plaintiff is currently housed. Hawkins County Sheriff's Department and Sheriff Roger Christian are DISMISSED as defendants because plaintiff has not stated a claim against them. Howeve r, because plaintiff has stated an arguable claim against defendant Keith Long, the Clerk is DIRECTED to send plaintiff a service packet. Plaintiff is ORDERED to complete the service packet and to return it to the Clerk's office within twenty (20) days of the date on this Order.
