ORDER: The Court ADOPTS the Magistrate Judge's 17 Report and Recommendation, DENIES pltf's 11 First Motion for Judgment on the Record and AFFIRMS the decision of the Commissioner. However, pltf is advised that this decision should not preclude him from filing a new claim with the SSA asserting an onset date of his disability subsequent to the date of the ALJ's decision.
