The District Court reviewed the proposed findings, conclusions and recommendation for plain error. Finding none, the Cou rt ACCEPTS the 9 Findings, Conclusions and Recommendation of the United States Magistrate Judge. The Court summarily dismisses Plaintiff's claims against Dallas County pursuant to 28 U.S.C. § 1915(e)(2).
