ORDER ACCEPTING FINDINGS AND RECOMMENDATION OF THE UNITED STATES MAGISTRATE JUDGE: The Court is of the opinion that both sets of Findings and Conclusions of the Magistrate Judge are correct and they are accepted as the Findings and Conclusions of th e Court. For the reasons stated in the Findings, Conclusions, and Recommendation of the United States Magistrate Judge, the 21 motion for injunctive relief is DENIED, and the petition for habeas corpus relief pursuant to 28 U.S.C. § 2241 is DISMISSED for lack of jurisdiction and Certificate of Appealability is Denied.
