ORDER ADOPTING 29 Findings and Recommendations. Accordingly, it is ORDERED that this action is DISMISSED pursuant to Rule 12(b)(6), Federal Rules of Civil Procedure, for failure to state a claim upon which relief can be granted. RECOMMENDATION: T herefore, I recommend that the District Court dismiss all of Plaintiffs claims against all the Defendants pursuant to Rule 12(b)(6) for the Federal Rules of Civil Procedure for failure to state a cause of action cognizable by this Court. The Clerk of Court shall transmit copies of this order to Plaintiff and to Counsel for Defendants.
