Therefore, Melquiades Mendiola Jr.’s complaint [Doc. No. 1] is dismissed with prejudice, pursuant to 28 U.S.C. § 1915(e)(2)(B)(I) for being frivolous. Alternatively, Mendiola’s petition is dismissed for failure to comply with the Court’s order to pay the appropriate fee.
