MEMORANDUM OPINION AND ORDER, granting 2 MOTION/APPLICATION to Proceed In Forma Pauperis. The FCI Inmate Trust Fund is ORDERED to deduct 20 percent of each deposit made to Chen's account and forward the funds to the Clerk of this court on a re gular basis, until the entire filing fee has been paid. The Federal Inmate Trust Fund shall collect the filing fee and forward it to the court. The Civil Action Complaint (Docket Entry No.1) filed by the Federal Inmate Yung-Ming Chen is DISMISSED as frivolous.
