MEMORANDUM OPINION
This matter comes before the Court on pro se Appellant-Debtor Paul Andrew Leitner-
Wise's Appeal from the Bankruptcy Court for the Eastern District ofVirginia. (Dkt. No. 1).
Appellant seeks a reversal of the Bankruptcy Court's Order denying Appellant's Motion to
Vacate the dismissal of his Chapter 11 voluntary bankruptcy petition. For the reasons set forth
below, the Court AFFIRMS the decision of the Bankruptcy Court and DISMISSES this Appeal.
I. BACKGROUND
A.
Factual Background
The following facts are drawn from Appellant's Briefon Appeal. Dkt. No. 5. Appellant
is a citizen ofthe United Kingdom. Appellant is an inventor who has devised numerous patents
related to semi-automatic firearms. To market these inventions, Appellant co-founded Leitner-
Wise Rille Co., Ltd. ("LW Ltd.") a United Kingdom-based corporation. LW Ltd. operates a
wholly-owned United States Subsidiary, Lcitner-Wise Rifle Co., Inc. ('^LW Inc."). Appellant
