ORDER that defendants Charles Judd, Kimberly Bowers and Don Palmer are HEREBY ORDERED to send a directive or instruction to each of Virginia's local electoral boards. Mr. Judd, Ms. Bowers, and Mr. Palmer are ORDERED to DIRECT the local electoral boards to refrain from mailing out any absentee ballots until after the hearing on the pending Emergency Motion for Temporary Restraining Order and Preliminary Injunction to be held on January 13, 2012. Defendants FURTHER ORDERED to DIRECT the local electoral boards, if they have not done so to refrain from ordering any ballots to be printed until after the hearing; this Order EXPIRES at 11:59 p.m. on January 13, 2012 or upon the Court's rendering of a decision on the Emergency Motion for Temporary Restraining Order and Preliminary Injunction on January 13, 2012, whichever first occurs; Signed by District Judge John A.
