C13-700 RAJ ORDER 13 CITY OF BELLINGHAM, et al., 14 Defendants. 15 16 17 This matter comes before the court on the Report and Recommendation (“R&R”) 18 from the United States Magistrate Judge James P. Donohue. Dkt. # 5. Judge Donohue 19 recommended dismissing the petition because petitioner had failed to submit either the 20 $400 filing fee or an application for leave to proceed with this action in forma pauperis 21 (“IFP”). After the R&R issued, plaintiffs corrected their application to proceed in forma 22 pauperis.
