On April 29, 2013, the Court ordered plaintiff, proceeding pro se and in forma
15
pauperis, to show cause why his complaint should not be dismissed on jurisdictional and/or
16
Eleventh Amendment grounds. Dkt. # 5. Plaintiff was advised that failure to file a timely and
17
adequate amended complaint may result in dismissal of this case and that an amended complaint
18
operates as a complete substitute for the original pleading and must include all relevant
19
information. In response, plaintiff filed a collection of documents related to his attempts to
20
obtain a doctor’s statement of disability and his application for benefits from the Arizona
21
Department of Economic Security.

Having reviewed plaintiff’s response and the remainder of the file, the Court finds
23
that it lacks subject matter jurisdiction over plaintiff’s claims and that plaintiff has failed to
24
allege a plausible claim for relief against a state agency. This matter is therefore dismissed
25
without prejudice.
