The Court Adopts the Report and Recommendation; Plaintiff's request to proceed in forma pauperis is DENIED pursuean to 28 U.S.C. 1915 (g). Plaintiff is directed to pa y the full filing fee of $400 within 30 days of the date on which this Order is signed. If the filing fee is not paid, the case will be dismissed.
