Defendant will pay Plaintiff a total of $1,444.00 in EAJA fees and expenses. Pursuant to Astrue v. Ratliff, 130 S.Ct. 2521, 2528-29 (2010), this EAJA award belongs to the Plaintiff and is subject to offset under the Treasury Offset Program 22 (31 U.S.C. § 3716(c)(3)(B) (2006)). If any of the fee award is offset, then 23 payment shall be made payable to Plaintiff and delivered to Plaintiff’s counsel, at 24 his office: David F.
