ORDER FOR SERVICE AND RETURN, § 2241 PETITION CHARLES INGRAM, Respondent. 11 12 13 14 15 Petitioner has filed a petition for writ of habeas corpus under 28 U.S.C. § 2241. This Court, having reviewed the petition, hereby ORDERS as follows: (1) The Clerk shall arrange for service upon Charles Ingram, Warden of the Federal 16 Detention Center at SeaTac, Washington, upon the United States Attorney General in Washington, 17 D.C., and upon the civil process clerk at the Office of the United States Attorney for the Western 18 District of Washington, of copies of the petition, of all documents in support thereof (including 19 exhibit 5 which has, at least temporarily, been placed under seal), of petitioner’s motion to file 20 exhibit 5 under seal, and of this Order, by registered or certified mail, return receipt requested. 21 (2) Within thirty (30) days after such service, respondent shall show cause why a writ 22 of habeas corpus should not be granted by filing a return as provided in 28 U.S.C. § 2243. As a 23 part of such return, respondent shall submit a memorandum of authorities in support of his position, ORDER FOR SERVICE AND RETURN, § 2241 PETITION - 1 1 and should state whether an evidentiary hearing is necessary. Respondent shall file the return with 2 the Clerk of the Court and shall serve a copy upon petitioner. 3 (3) The return will be treated in accordance with LCR 7(d)(3). Accordingly, on the 4 face of the return, respondent shall note it for consideration on the fourth Friday after it is filed, 5 and the Clerk shall note the return accordingly. Petitioner may file and serve a response not later 6 than the Monday immediately preceding the Friday appointed for consideration of the matter, and 7 respondent may file and serve a reply brief not later than the Friday designated for consideration 8 of the matter. 9 (4) In conjunction with his return, respondent shall file a response to petitioner’s 10 motion to seal exhibit 5 (see Dkt. 4). Petitioner’s motion to seal will be noted for consideration 11 on the same date as respondent’s return. 12 (5) 13 S.
