(Dkt. 8.) 15 Because plaintiff does not appear to have funds available to afford the $400.00 filing fee, he 16 financially qualifies for IFP status pursuant to 28 U.S.C. § 1915(a)(1). Therefore, plaintiff’s 17 amended IFP application (Dkt. 8) is GRANTED. However, the undersigned recommends review 18 under 28 U.S.C. § 1915(e)(2)(B).
