RONALD BASKETT, Plaintiff, Case No. C06-5130 FDB ORDER ADOPTING REPORT AND RECOMMENDATION OF THE MAGISTRATE JUDGE AND DISMISSING COMPLAINT UNITED STATES DISTRICT COURT WESTERN DISTRICT OF WASHINGTON AT TACOMA This matter comes before the Court on the Report and Recommendation of the Magistrate Judge [Dkt. #15] that the complaint be dismissed, without prejudice, pursuant to 28 U.S.C. § 1915. In March, 2006, Plaintiff filed this civil rights action alleging that he was unlawfully denied a transfer to work camp, that the amounts of funds in his account is improper and that he is not being properly medicated. As detailed by the Magistrate Judge, Plaintiff failed to connect any allegation to a named defendant. Further, he has no liberty interest in transfer to any given facility. Hewitt v. Helms, 459 U.S. 460 (1983). The magistrate Judge afforded Plaintiff an opportunity to file an amended complaint and he has not done so, instead filing motions for clarification and "notice of appeal" of the Magistrate Judge's Report and Recommendation.
