The Report and Recommendation is ADOPTED in part. Defendants’ Dreyer, Duncan, 17 Hayes and Stewart’s Motion for Summary Judgment is GRANTED and Plaintiff Basra’s 18 claims against them are DISMISSED with prejudice. 19 2. Defendant Alpin’s Objections to the Report and Recommendation are well-taken. His 20 Motion for Summary Judgment on Basra’s Equal Protection claim against him is also 21 GRANTED, and that claim is DISMISSED with prejudice; 22 3.
