This matter comes before the Court on the Report and Recommendation (“R&R”)

of the Honorable S. Kate Vaughan, United States Magistrate Judge, Dkt. 26. The Court

having considered the R&R and the remaining record, and no objections having been
16
filed, does hereby find and order as follows:

(1)
The R&R is ADOPTED;
18
(2)
Defendants’ motion for summary judgment, Dkt. 17, is GRANTED;
19
(3)
Plaintiff’s 42 U.S.C. § 1983 claims against Defendants Zachary
20
Bloomfield, the State of Washington, and the Washington State Patrol are
21
DISMISSED with prejudice; and

(4)
