Seifert, Rubenstein, Ryder and Yahnke' 35 Motion to Dismiss is denied and ORDERS these Defendants to answer the Complaint; Pl aintiff's 56 Motion for Preliminary Injunction is denied; and the Clerk shall enter a separate judgment order.
