ORDER DECLINING TO ADOPT 110 REPORT AND RECOMMENDATION. This Court DECLINES TO ADOPT the magistrate judge's Report and Recommendation [Doc. 110 ), in so far as it recommends issuing a preliminary injunction. Accordingly, this Court DENIES th e plaintiffs Motion for a Temporary Restraining Order, Preliminary Injunction, and Sanctions [Doc. 85 ) as to the motion for a preliminary injunction and sanctions, and DENIES AS MOOT the request for a temporary restraining order.
