ORDER granting 31 Motion for Summary Judgment filed by plaintiff John Siefert. ; denying 48 Motion for Summary Judgment filed by defendants. It is DECLARED that Wisconsin Supreme Court Rules 60.06(2)(b)1, 60.06(4) and the prohibition on endorsing partisan candidates in 60.06(2)(b)4 are unconstitutional because they violate the First Amendment. Defendants James C. Alexander, Ginger Alden, Donald Leo Bach, John R. Dawson, David A. Hansher. Gregory A. Peterson, William Vander Loop, Michael R. Miller, James M.
