JURISDITIONAL STSTEMENT
This case and Petitioner Arthur T. Conner were before the United
States District Court for the Western District of Wisconsin
pursuant to 18
u.s.c.
3231 on charges of violation of21 U.S.C § 841
(a)(1) and 851, knowingly and intentionally distributing 5 grams or
more of a mixture or substance containing crack cocaine. Mr.Conner
was denied his §2255 motion on September 20, 2012 and on September
11, 2017, the district court denied Conner's Rule 60(b)(6) motion
to re-open his §2255 proceedings. Jurisdiction is conferred on this
Court pursuant to 28U.S.C. 2253 because the judgment of the district
court was final.
