JURISDICTION OF'THE DISTRICT COURT The district court had jurisdiction as a civil action arising under the laws of the United States pursuant to 28 U.S.C. $ 1331. Plaintiff-Appellant’s claims arose under the federal Real Estate Settlement Procedures Act, 26 USC 2605e. Plaintiff’s pendent/supplemental state law claims were brought pursuant to 28 USC 1367, as those claims arose out of the same facts and circumstances as the federal claims. II. JURISDICTION OF'THE COURT OF APPEALS This appeal is taken from the final decision of the U.S. District Court for the Western District of Wisconsin entered on February 15, 2018 by the Honorable William Conley. The Notice of Appeal was filed with the District Court on March 13, 2018. The United States Court of Appeals has jurisdiction to decide this case pursuant to 28 USC 1291.
