OPINION filed : For these reasons, we AFFIRM the district court s denial of qualified immunity to all individual Defendants on the Shivelys equal protection claim; AFFIRM the district court s denial of statutory immunity to all individual Defendants under the Shivelys state-law claims; REVERSE the district court s denial of qualified immunity to all individual Defendants on the Shivelys substantive due process claim; and REMAND to the district court for furtherproceedings.
