OPINION and JUDGMENT filed : Mokdad s challenges to the adequacy of the redress process are DISMISSED without prejudice. IT IS FURTHER ORDERED that the district court s dismissal of Mokdad s challenge to his alledged placement on the No Fly List by the Terrorist Screening Center is REVERSED, and the case is REMANDED for further proceedings consistent with the opinion of this court.
