OPINION and JUDGMENT filed : The district court s grant of defendant s motion for summary judgment is REVERSED, the denial of plaintiffs motion for summary judgment as to their claim that defendant failed to provide comprehensive Medicaid coverage and a reasonable opportunity to verify immigration status is AFFIRMED on grounds other than those relied upon by the district court, and the case is REMANDED to the district court for further proceedings. opportunity to verify immigration status is AFFIRMED on grounds other than those relied upon by the
district court, and the case is REMANDED to the district court for further proceedings.
