OPINION filed: Naghtin s plight is a sympathetic one. He is nonetheless not entitled to relief from this court for the same primary reason identified by the district court: his petition did not address a matter of public concern. Therefore, we AFFIRM the decision of the district court to award summary judgment to the defendants, decision not for publication. Danny J.
