OPINION filed : We DISMISS Banks s appeal to the extent his arguments present challenges to the facts; AFFIRM the district court s decision as to Banks in all other respects; REVERSE the denial of qualified immunity to Feehan on Evans s Fourth Amendment excessive-force claim; AFFIRM the district court s denial of state-law immunity to Feehan; and REMAND to the district court for further proceedings consistent with this opinion.
