JUDGMENT: it is the ORDER, JUDGMENT, and DECREE of the court as follows: (1) The United States Magistrate Judge's recommendation (doc. no. 17 ) is adopted. (2) Defendants' motion for summary judgment (doc. no. 11 ) is granted as to plaint iff's federal claims and is denied as to plaintiff's state-law claims. (3) Judgment is entered in favor of defendants and against plaintiff on plaintiff's federal claims only, with plaintiff taking nothing by his complaint. (4) Plainti ff's state-law claims are dismissed without prejudice. (5) No costs are taxed. The clerk of the court is DIRECTED to enter this document on the civil docket as a final judgment pursuant to Rule 58 of the Federal Rules of Civil Procedure. This case is closed.
