Docket # 13. The state defendants have opposed this motion on the merits, but also have moved to dismiss this case for lack of federal-question jurisdiction. Docket # 17. The defendants believe that because the Court does not have jurisdiction to hear this case, oral argument on the motion for a preliminary injunction is unnecessary. If the Court intends to schedule argument, however, the state defendants request that it be held on Friday, November 19, as undersigned counsel will be out of the country after that date.
