IT IS FURTHER ORDERED denying 38 Plaintiff's Motion for Partial Summary Judgment in part. It is further ordered remanding the case to Maricopa County Superior Court for further action regarding Plaintiff's State claims raised in Counts I, II, III, IV, V, VI, and XV.
