ORDER
Mr. Spears filed this civil rights lawsuit without the help of a lawyer under 42
U.S.C. § 1983. (Docket entry #2) After reviewing the original and amended complaints,
the Court ordered service of process for Defendants Cook, Harris, Hicks, Whitfield,
Stipanuk, and Stankiewicz. (#7) Recently, however, summonses for Defendants
Whitfield and Hicks were returned to the court unexecuted, with a notation that service
was “refused.” (#13, #14)
The Clerk of Court is directed to prepare new summonses for Defendants
Whitfield and Hicks. The United States Marshal is directed to personally serve
Defendants Whitfield and Hicks copies of the complaint and amended complaint, with
any attachments (#2, #5), and summonses for these Defendants without requiring
prepayment of fees and costs or security. These Defendants should be served at the
Mississippi County Detention Center, 685 NCR 599, Luxora, Arkansas 72358.
