Plaintiff filed a pro se civil rights complaint under 42 U.S.C. § 1983, however he did not
15
pay the filing fee or submit a completed application to proceed in forma pauperis (“IFP”). He was
16
sent three notices that he had not paid the filing fee or applied for leave to proceed IFP and he was
17
allowed twenty-eight days to either pay the fee or file the application. A copy of the court’s form
18
for applications to proceed IFP was provided with the notice, along with a return envelope.
19
The twenty-eight days have passed and no response has been received. This case is
20
therefore DISMISSED without prejudice. The incomplete motion to proceed IFP (Docket No. 2)
21
is DENIED. The clerk shall close the file. To proceed with this case plaintiff must file a brief
22
motion to reopen and a complete IFP application or pay the full filing fee.
