Proposed amicus curiae is The Center for National Security Studies. The Center is a nonpartisan civil liberties organization in Washington, D.C., that was founded in 1974 to ensure that civil liberties are not eroded in the name of national security. The Center seeks to find solutions to national security problems that protect both the civil liberties of individuals and the legitimate national security interests of the government. The Center submits its brief in light of the fact that "[d]istrict courts frequently welcome amicus briefs from non-parties concerning legal issues that have potential ramifications beyond the parties directly involved or if the amicus has unique information or perspective that can help the court beyond the help that the lawyers for the parties are able to provide." Sonoma Falls Developers, LLC v. Nevada Gold & Casinos, Inc., 272 F. Supp. 2d 919, 925 (N.D. Cal. 2004), citing Cobell v. Norton, 246 F Supp 2d 59, 62 (D.D.C.2003) (quoting Ryan v. Commodity Futures Trading Comm'n, 125 F.3d 1062, 1064 (7th Cir.1997)). Here, the Center has worked for more than twenty years to protect the Fourth Amendment rights of individuals to be free of unreasonable searches and seizures, especially when conducted in the name of national security. As such, the Center has information and a perspective pertinent to these proceedings. The Center believes that the submission of its amicus brief will assist the Court in adjudicating issues raised in this case. The Center sought consent to file its papers from counsel for AT&T and for the United States government, and both have stipulated to the Center's submission.
