Plaintiff Ronald Lee Canada, an inmate housed at Pelican

Bay State Prison (PBSP), commenced this action when he filed a

16

two-page letter with the Court on November 1, 2012, alleging that a

17

psychiatric technician at PBSP was discriminating against him based

18

on his religious beliefs.

notified Plaintiff in writing that his action was deficient because

he had neither paid the requisite $350.00 filing fee nor submitted a

21

signed and completed court-approved in forma pauperis (IFP)

application (Doc. #2).

advised that failure to file the requested items within thirty (30)

days would result in dismissal of the action.
