Plaintiff, incarcerated at Napa State Hospital, filed this civil rights action on June 15,
16
2017. On the same day, the clerk notified plaintiff that he must submit either the filing fee or a
17
completed application to proceed in forma pauperis (“IFP”). Because he had also failed to file a
18
complaint, the clerk also notified him that he would have to do so. Along with these notices,
19
the clerk mailed to plaintiff a form complaint, an IFP application, instructions, and a stamped
20
return envelope. The notice informed plaintiff that the case would be dismissed if he did not
21
file a complaint and either pay the fee or file the completed IFP application within 28 days. No
22
response has been received. As more than 28 days have passed and plaintiff has not filed a
23
completed IFP application, paid the filing fee, shown cause why not, or requested an extension
24
of time to do so, this case is DISMISSED without prejudice.

The Clerk shall enter judgment and close the file.

IT IS SO ORDERED.
