On the day the case was 15 opened the court notified plaintiff he had neither paid the filing fee or submitted an 16 application for leave to proceed in forma pauperis. A copy of the court's form for 17 applications to proceed in forma pauperis was provided with the notice, along with a return 18 envelope. Plaintiff was warned to pay the fees or file an IFP application within thirty days or 19 the case would be dismissed. 20 21 22 23 Plaintiff has not responded.
