[PROPOSED] ORDER GRANTING MOTION FOR LEAVE TO SUBMIT SUPPLEMENTAL DECLARATION FOR IN CAMERA REVIEW Counsel for Petitioner Samir Last Name Unknown, a/k/a Mohammed Noor Uthman, ISN 707, ("Petitioner" or "Mr. Uthman")'s Motion For Leave To Submit Supplemental Declaration For In Camera Review was filed with this Court on September 26, 2008. Upon consideration of this Motion, the Court finds there is good cause to grant Petitioner's request to submit their Supplemental Declaration in camera. GOOD CAUSE having been shown, the Court finds that: (1) The Petitioner has overriding confidentiality interests that overcome the right of public access to the record in the following documents; (2) Petitioner's overriding confidentiality interests support reviewing the record in camera; (3) A substantial probability exists that Petitioner's overriding confidentiality interests will be prejudiced if the record is not reviewed in camera; (4) The proposed in camera review is narrowly tailored; and (5) No less restrictive means exist to achieve this overriding interest. IT IS THEREFORE ORDERED that Petitioner's Motion For Leave To Submit Supplemental Declaration For In Camera Review is GRANTED. IT IS SO ORDERED.
