IN THE UNITED STATES DISTRICT COURT FOR THE DISTRICT OF COLUMBIA ) ) ) ) ) ) ) ) PROPOSED ORDER Upon consideration of the Respondents' Request for Exception from Sequencing and Petitioners' Opposition thereto, it is hereby: ORDERED that Respondents' Request is DENIED; and it is further ORDERED that within five business days of the entry of this Order, Respondents shall either file their amended factual return in Petitioner Al Qahtani's case or else proceed with the Petitioner's habeas corpus hearing on the basis of the filings already submitted in this case.
