Pursuant to Local Civil Rule 83.2(d) ofthe United States District Court for the District of
Columbia, I, Kelly M. Klaus, declare as follows:

My name is Kelly M. Klaus. I serve as counsel for PlaintiffNational Fire

Protection Association, Inc. ("NFP A").
