SCREENING ORDER - It is ordered that Scott's first application to proceed in forma pauperis (ECF No. 1 ) is DENIED without prejudice as incomplete. A decision on the IFP application (ECF No. 3 ) is DEFERRED. It i s further ordered that the First and Fourteenth Amendment claim about denial of access to the courts is DISMISSED without prejudice and with leave to amend. It is further ordered that all Defendants are DISMISSED without pre judice from this action. It is further ordered that Scott has until April 25, 2024 , to file a first amended complaint. The Clerk of Court will file the Complaint (ECF No. 1 -1) and send Plaintiff James Scott the approved form for filing a 42 U.S.C. § 1983 complaint, instructions for the same, and a copy of his Complaint (ECF No. 1 -1).
