REISSUANCE AND PURPOSE 1.1. This Directive reissues reference (a). 1.2. In accordance with the authorities contained in reference (b), and except as expressly prohibited by law, Deputy Secretary of Defense Gordon England has full power and authority to act for the Secretary of Defense and to exercise the powers of the Secretary of Defense upon any and all matters concerning which the Secretary of Defense is authorized to act pursuant to law. 1.3. The all-inclusive authority reflected herein may not be delegated in toto; however, the Deputy Secretary of Defense is authorized to make specific delegations, as required. 2.
