The Federal Voting Assistance Program (FVAP) and the Department of Justice issued a joint letter to your state Chief Election Official on August 19, 2008. One of the requests in that letter was that the state self-monitor the mailing of UOCAVA ballots and report back to the FVAP. For example, Your state begins mailing ballots to UOCAVA voters on 20 September 2008, which is 45 days before the election. We would ask that your state gather information from your counties and cities with respect to the ballot monitoring sheet provided by FVAP, and report back to FVAP with the requested information no later than 1 October 2008. Please notify me as soon as possible, preferably by 11 September 2008 of your decision on whether your state will self-monitor ballot mailing. If we do not hear from you, FVAP will proceed with faxing ballot monitoring sheets to all of your county election offices on 20 September 2008.
