The interests of justice will be served by permitting Proposed Amici’s Motion for Leave

to File Amicus Curiae Brief of International Law Scholars and Nongovernmental Organizations

in Support of Plaintiffs to be heard on shortened time. If this Motion to Shorten Time is not

granted, Local Rule 7(d) provides that Proposed Amici’s Underlying Motion would not be

considered until March 31, 2017, a date likely to be well after this Court has considered the

merits of the legal issues to which Proposed Amici’s amicus brief pertains.
