Petitioner has filed a second motion for an extension of time to respond to the court's
May 16, 2017 order to show cause why his habeas petition should not be dismissed
under the procedural default doctrine. Petitioner says he needs 60 more days to
respond because his conditions of supervised release limit his ability to use a
computer. In particular, petitioner says that he is not permitted to use a computer until
he installs "accountability and filtering software," but the software requires a credit
card, which petitioner doesn't have.
Petitioner's motion is GRANTED in part. I will give him one last 30−day extension to
comply with the court's order. Petitioner is advised that he does not need a computer to
prepare his response; the court will accept a handwritten document. If petitioner
believes that he needs to conduct legal research but he cannot gain access to a
computer, he may visit his local law library. Petitioner's current address is in
Waukesha, Wisconsin, which has a law library that is open to the public in Room 330
of the Administration building. If petitioner does not respond by August 9, 2017, the
court will decide how to resolve the remaining claims without petitioner's input.
