David Garmus Summary of Experience Mr. David Garmus, together with Mr. David Herron founded The David Consulting Group. Mr. Garmus is an acknowledged authority in the sizing, measurement and estimation of software application development and maintenance. His engagements typically result in the forecast or evaluation of effort, size and schedules for development projects or application support using Function Point Analysis. He is recognized as an expert court witness in U.S. Federal Courts on the sizing and valuation of software. Mr. Garmus' experience includes military systems, operating systems and management information, inventory control, financial management systems and software packages. Mr. Garmus has assisted numerous clients in identifying opportunities for improvements in productivity and software quality during engagements that have included a wide variety of challenges facing information systems executives. Engagements Mr. Garmus' engagements at development sites have focused on measuring software productivity and quality. Deliverables typically include recommendations for improvements in process, techniques, tools, environment, personnel and management. Most of Mr. Garmus' engagements have centered on the use of Function Points as sizing metrics. Mr. Garmus co-developed with Mr. Herron a Functional Metrics Training Course that was the first such course certified by the International Function Point Users Group (IFPUG) under both Release 3.- and 4- of the Counting Practices Manual. Professional Background Mr. Garmus previously served as the Development Manager at the CACI Design and Development Center in Mechanicsburg, PA. He has more than 30 years of experience managing the development and maintenance of software. Concurrently, Mr. Garmus taught college-level courses in computer programming, system development, information systems management, data processing, accounting, finance and banking. Professional Organizations Mr. Garmus serves as a Past President of the International Function Point Users Group (IFPUG), completing his term as President in November 2001. Mr. Garmus rejoined, in November 2003, the IFPUG Counting Practices Committee, the organization that is responsible for developing and maintaining Function Point counting rules. He previously served as a member of this Committee from 1989 to 2001, and he was the editor of the Counting Practices Manual from 1990 to 1994. Mr. Garmus served

Mr. Garmus is a Certified Function Point Specialist, having fulfilled all IFPUG requirements for this title under all releases of the Counting Practices Manual, and a Certified Software Measurement Specialist at the Third (and highest) Level. He has also been a member of QAI, PMI (and their Information Systems Specific Interest Group) and SEI (and their Performance Measurement and Benchmarking Consortium). Mr. Garmus has been a frequent speaker at IFPUG, QAI, PMI, SEI, IEEE and ITMPI Conferences.
