BUSH, et al., ) ) Respondents. ) ________________________________ ) Civil Action No. 08-CV-1237 (RMC) PROPOSED ORDER Upon consideration of the petitioner's Renewed Motion for Direct Contact with Client and the response thereto, it is hereby: ORDERED that if Guantanamo Bay guard personnel believe that petitioner has refused to meet with counsel during counsel's visit to Guantanamo Bay in mid-April, counsel's Arabic speaking interpreter shall be permitted to go back and speak to petitioner directly at his cell; ORDERED that if Guantanamo Bay guard personnel believe that petitioner is still refusing to meet with counsel after the interpreter speaks with him, counsel shall be permitted to go back and speak to petitioner directly at his cell; and ORDERED that if the foregoing cellside visits are unsuccessful or for some reason deemed infeasible, petitioner shall be told that this Court needs to be certain that he is declining counsel and needs to know his reasons therefor and petitioner shall be taken to meet with counsel in a courtroom or other hearing room such as those used for military tribunals and/or Combatant 1 Status Review Board proceedings.
