DECLARATION OF TIKKI BROWN IN SUPPORT OF
PLAINTIFFS’ MOTION FOR PRELIMINARY INJUNCTION
Pursuant to 28 U.S.C. § 1746, I, Tikki Brown, declare and state as follows:
1.
I am over the age of eighteen (18) years, competent to testify to the matters
contained herein, and testify based on my personal knowledge and information, and investigation
of facts provided to me by the Minnesota Department of Human Services.
2.
I am the Director of Economic Opportunity and Nutrition Assistance for the
Minnesota Department of Human Services. My responsibilities include overseeing the Office of
Economic Opportunity and the statewide administration of the Supplemental Nutrition Assistance
Program (“SNAP”) in Minnesota.
